Legal review: 14 October 2026. Spain has two separate duties: having a vest on the motorcycle and wearing it in the specified circumstances. This guide explains the difference so you can prepare your equipment.
What changed on 1 October 2026
Royal Decree 518/2026 makes a vest compulsory equipment for motorcycles through section 3 of Annex XII to Spain’s General Vehicle Regulations. The garment must be high visibility and meet personal protective equipment requirements. The rule took effect on 1 October 2026; it is no longer a future measure.
The duty to carry a vest applies to motorcycles. It does not depend on the length of your journey or whether you regularly use the motorcycle for work. Check the dates of older guides, as they may describe the position before the change.
Carrying a vest and wearing it: the difference
| Situation | What the rule requires |
|---|---|
| Equipment carried on the motorcycle | A high-visibility reflective vest meeting PPE requirements must be carried. |
| A rider gets off and occupies the carriageway or shoulder of an interurban road | The vest must be worn. This is the condition in Article 118.4. |
| A rider carries out their professional activity while riding a motorcycle | The vest must be worn while riding on all types of road. |
| Ordinary private riding | Having to carry a vest does not mean having to wear it throughout every ride. |
For example, consider a breakdown outside a built-up area. If you dismount and stand on the shoulder, the wearing requirement applies. Daylight or a brief stop does not remove that condition. Keeping the vest readily accessible makes it easier to put on before exposing yourself to traffic. The table summarises Article 118.4 and the second final provision.
If you ride for work
The professional rule is broader: people carrying out their professional activity while riding the vehicles listed in sections 1, 2 and 3 of Article 118 must wear a vest on all types of road. The DGT’s explanation of the vulnerable road user reforms highlights its application to professional motorcycle and moped riders, cyclists and personal mobility vehicle users.
For motorcycle delivery work, for example, keeping a vest stored away for a breakdown is not enough. It must be part of the equipment worn while riding. The employer should integrate garment selection and maintenance into its risk assessment; buying several garments in the same colour does not replace that assessment.
What to check before buying a vest
Yellow fabric or reflective bands alone do not establish that a garment meets the applicable requirements. When comparing models, check these points:
- Documentation: a legible label, model identification, applicable marking, declaration of conformity and instructions. Make sure they all relate to the same product.
- Fit: try it over your riding jacket, including winter layers. It should fasten and allow movement without being excessively loose.
- Visibility: check that clothing, a backpack or other equipment does not cover the areas that need to remain visible.
- Care: follow washing and storage instructions; look for persistent dirt, fading, tears and damage to reflective bands.
INSST guidance NTP 1219 on high-visibility clothing covers selection, use and care. Do not infer a vest’s class or standard from its photograph. If you want to add a logo, first check whether the alteration affects visible areas or the manufacturer’s conditions.
A simple check before setting off
Check where you keep the vest, that you can reach it without unpacking all your luggage, and that it is clean and dry. Recheck its location and fit when you change motorcycle or jacket. If colleagues share a vehicle, each person should have access to a suitable size.
A vest helps others see you; it does not provide impact protection by itself or make the shoulder a safe place. During an incident, prioritise avoiding exposure to traffic and obtaining the help you need. Do not step into the carriageway to retrieve a garment.
